Somebody posted a thread a while back about their starter spinning but not engaging. Mine is doing the same thing now, and I remember his problem being something off the wall, but simple. I have checked the connections already. So, assuming that the solenoid is not bad, what else could it be?

Sounds like a bad solenoid to me. I hear if you het it real hard with a hammer it wont fix it but it might make you feel better. Dang boat motors are nothing but trouble!

I dunno man.
Got one. Take starter off and to starter shop.
Take a can of WD 40 and spray the shaft that the gear spins on. ( make sure to disconnect battery first) after spraying spin the gear up and down the shaft a few times then hook up battery and give it a try. Check the spring to make sure it's not broke. Not sure on your's but some have a nylon insert inside the gear that the shaft goes through. Have seen them wear to the Point they will wobble enough to bind up.
