You don't need to cut off line to tighten spring. Pull out some line and wrap it back on before releasing tension.

The clamp makes some resistance, can fold down for storage.

Shoot some spray foam in each end while assembling.
I only use the clamp to make some resistance, it makes it stiff so it won't swing down when a hog hits it! But you can fold them down for storage.
The pipe fits tight enough to prevent water from getting in, the foam is for piece of mind.
OK, tell a TOTALLY "construction challenged" old man...............what is that pipe? How do you get round pipe? Must be flexible. ??? How much per foot, where?

Is the floating foam stuff just "Great Stuff"......that you spray in the pipe? What is best?
