That fish is likely a male creek chubsucker. However, the color on that fish is very unique and is likely color mutation. You can tell it is a male by the tubercles on the forehead. This fish is fairly common in Arkansas but not is this color variation.
Goggle Eye, War Mouth Bass, Rock Bass, take yer pic. I think they're one in the same.
