Measure all fish to the regulations of the lake I am fishing. If the fish is obviously a keeper no need in measuring, just keeping count. I would rather throw a fish back at a length limit of 9 inches that measures exactly 9 inches, because its all in the eyes of the beholder on how you interpret the rules. So if its not over 9 inches and a 1/4 it dont go in the live well.
