Depends on how fast you want to go and what you are going to do with the 'toon. If it were me the 30 hp would be just fine as long as it was dependable....others may need more. I try not to get in too big of a hurry anymore!

Hi Guys-----I bought me a 18 ft. pontoon----Have a 30 HP evinrude on it---maybe under powered---do I need to upgrade to a 40-50 HP.----If so I need a good used outboard with all cables and controls.-----I can buy a 1982 65 HP---may be to large for a barge

stay with the 30 if it works fine because sometimes bigger is not better

Find you a 48 omc. That way you don't have to have all the insurance stuff & more power. You won't have to run the motor as hard. And will have a little more power when the wind blowing.

Insurance is dirt cheap for an outboard. That should have zero influence in your decision. Liability Insurance is about 25-50 bucks a year on a small outboard.
BTW, I have a nice 40hp Nissan WITH controls for sale if anyone could use it. It's a 2001 or so 2 Stroke. PM me if interested. It's runs perfect!!!!
