I guess the game warden I talked to was right they are wearing them out down there. Do you have to get a permit somewhere to fish on the refuge?

yes must have a permit to fish use the area. It is printable from online.

Thanks, I thought I was going to have to drive way out of the way to find one or hope that the other people hadn't cleaned them all out of the boxes.
