The best and cheapest way to go will be to buy a used mercruiser trim pump from ebay or somewhere. A common buy will be under $150.00 and it will be rigged with solinoids and mounting bracket and be somewhat water resistant. example Trim and tilt pump Mercruiser 350 454 | eBay.
Now I am on the hunt for a 2 way cylinder. I need the smallest bore I can find and a 12" - 14" stroke. must be 2 way. I am a gun smith so I can do the needed machine work and have the equipment to do it. But I don't have the ability to weld aluminum. Anyone have the ability to weld heavy aluminum want to do some labor swapping?
I use a bamboo pole and a blakemore gripper. It holds my boat (15')
I wanted one too and solved it with a Terrova I-pilot but I needed a TM anyway. The spot lock feature is just one thing I like about it.
It works great on anything.If the wind is say,5-10 it holds within a 6 foot circle. I tightline allthe time. If your locked in on a spot and a large gust hits you it takes it a Second to recover. I love the remote for dobbing jigs around logs and stumps. It is more useful crappie fishing than bass fishing.
