The Soare Ci4+ will be lighter than the Stradic and will have better drag for ultralight applications (bearing-supported spool shaft). The Stradic will have better gearing (micromodule), though for ultralight may not matter much. The Soare Ci4+ is also better than Stradic Ci4+ (which is just as light as the Soare but does not have the micromodule unlike its aluminum cousin) for not a lot of premium. I have the very Soare you've mentioned, and I think it is a great reel for ultralight jigging.
You can find Luvias FC LT2000S at Asian Portal with free shipping (they will charge a couple of dollars worth of handling fee) for $250:
Daiwa 20 Luvias FC LT2000S - Asian Portal Fishing - Japan Brand Fishing Tackle
They restock frequently, but these reels fly off the shelves in a matter of hours or less (for example, restocked 4 last night, gone later). Check daily around 9-11 am Japan time. I have bought two from them, they ship via Fedex. Right now, they have FC LT2000S-XH and FC LT2500S.
