It's ok for the same body of water for sure. Not sure if you can take a bluegill from lake/river A and then use for bait in lake/river B though. I'd assume that is fine too for cut bait (I'm sure ive done it). I do think catshing live baitfish and using them as live bait on different bodies of water is against the rules.
