Thanks to all who have posted. I'll do all I can to help anyone who might have questions about the process. Since the Dept of Homeland Security has gotten involved, a lot of the way things were done in the past are no longer true. I had to find out the hard way. When the Director of USCG Recreational Boating for the southeastern US called me personally to fill me in, I was all ears. When he told he I would be subject to a $25,000 fine and forfeiture of my boat and gear should I be caught without it, I listened. Since the Cumberland River, Tennessee River, Ohio and Mississippi Rivers and all of their lakes and tributaries are all part of the Inland Waterways or Western Waterways as the Coast Guard calls them, they fall under different rules than other lakes in KY.
KY F&W has their own guide license and process for getting it. I got that taken care of months ago.
